Legal norms for the regulation of the national economy have emerged since the end of the 20th century. After a discussion of the main characteristics of the so-called liberal regime, an attempt will be made to analyze the features of the regulatory regime applicable to the Qatar regime of the economy. This is not intended to create a full-fledged analysis of the Qatari regulatory regime in terms of the regulatory theories of S.B. Ackerman, but rather to provide a clear picture of this general form of regulatory regime. As part of the analysis of the national regulatory regime, a study of its main aspects and instruments, particularly in the light of the social practice, will be considered. The analysis will show a dual central-local character of the instruments, in which the central institutions are composed of top-level levels of state ministries. On the other hand, local regulatory authorities appear at the lowest administrative levels, therefore, may be seen as some kind of local ministries. Of course, the regulatory apparatus is not an isolated action, but is a constituent part of a larger set of policies aimed at increasing the rate of economic growth, facilitating regional connectivity and opening up the country to the world markets. Thus, analyses of national regulatory regimes are a step to reveal the nature of this complex process. Among other aspects of the mechanism of the design and maintenance of the regulatory regime, one of the most important is certainly the role of the media. Media are used by both the state and the private sector, in order to facilitate and regulate the interactions between agents within the national market.
