City police officers have cited the NYPD’s “stop and frisk” program as a decisive factor in a decline in New York’s murder rate for several years in a row. According to NYPD statistics, more than four million people have been stopped and frisked in New York. The program remains in effect despite frequent lawsuits filed by citizens challenging the NYPD’s excessive and disproportionate use of stop and frisks.
If an officer is “looking for” drugs, the officer may direct a traffic violation at a person, just because he or she looks suspicious. For example, a drug courier may look like an average citizen, so the officer may stop the courier for a pretextual traffic violation. Pretextual stops are highly questionable.
